Click on the bookshelf and click on the Rockhopper and the Stowaway book.
Scroll to the very last page and click the rainbow item.

For the second item, your penguin will need to be at least 45 days old. The free item is the Tour Guide hat. Head to the Ski Village on your map and to the left of your screen, there will be a stand that says Tours.
