I was walking through CP, enjoying the Fashion Festival and picking out my costumes, when I waddled over to the Dock and noticed a Beta Hat decorated on the Orange Puffle!
This is not the first time have used a rare item to decorate a party, it's sort of like a secret Easter egg.
Here is a couple times it's been spotted at other parties. Here is a penguin wearing it from a newspaper article!
