If you logged on to Club Penguin between Wednesday 10th February and today, you would've seen that the first phase of 'Operation Tri-Umph' has been launched. Upon logging in, you will be transported to the Snow Forts, that Herbert has decked out with lights and music, to disguise his plans to take over the island.
Both the Club Penguin Team and mascots are oblivious to his true intent.
MWAHAHAHAHA! My ultimate laser is ready!

The Snow Forts looks kinda nice. Megg noticed this and made a post on the What's New blog.
The Operation Tri-Umph interface offers six items for members, and a lock which will be opened on Thursday, February 18.
